Frank Chen is an Assistant Professor for the Department of Law, Police Science and Criminal Justice Administration (LPS) at John Jay College of Criminal Justice. Prior to joining LPS, Frank served as the Director of Research at the Association of Inspectors General, a nonprofit organization that trains and certifies inspection and oversight professionals. Frank’s quantitative research focuses on measuring transparency and effectiveness of offices of inspector general. He is also interested in evaluating training programs for state and local law enforcement.
Frank earned his PhD in Criminal Justice at the CUNY Graduate Center. Throughout his doctoral studies, Frank taught courses in Research Methods, Public Policy, Inspection and Oversight, and White-collar Crime.
